The Regional Development Plan (LEP) is an ordinance of the state government that sets out objectives and principles. The main aim is to serve as a roadmap for regional development. The currently approved plan is the LEP 2002, a document that started being implemented in the 1990s. As this valid and current plan is more than 20 years old, the state of Baden-Württemberg has begun preparations for the implementation of a new LEP. Important objectives of the LEP are the protection of natural resources, ensuring the competitiveness of the state as a business and residential location, the preservation of the primary functions of agriculture and forestry and the preservation of appropriate design options for future generations (MLW, 2002).
However, before the actual planning and formal implementation of the plan, many spatial analyses must be carried out (=Raumanalyse). The main objective of the project Raumanalyse Baden-Württemberg (RA) is to analyze and quantify the status quo and the development of the state in recent decades from the spatial-planning approach. In addition, trends and patterns are to be identified which the planning units should consider when defining objectives and principles. These analyses are to be carried out in many areas, such as spatial structure, population and economic development (observation of trends in the spatial structural development of Baden-Württemberg since 2000), land use development, resilience and the development of the state's economy. The result of the RA will provide the basis for defining the new LEP objectives and principles.
